Jeff Payne-Owner

Jeff’s experience in the construction business began in 1998 and joined Harbor Design & Construction in 2015. He stays busy as he is involved in all phases of the construction process. Jeff works closely with clients and field teams to ensure that each project runs smoothly. Jeff purchased the business from Jeremy Horton in June 2024.

Mark Cooper-Customer Care Manager

Mark started with Harbor Design in February 2020.  Mark Coordinates and intakes all necessary information from new/prospective customers to current homeowners.  Mark works closely with Jeremy and Jeff to provide complete customer satisfaction.

Sue Edel-Office Manager

Sue handles the financial matters. Sue joined the company in 2008 and is most often the first person you’ll come in contact with when you call Harbor Design & Construction. Her efficiency and organizational skills are a real asset to the company.

Erica Howe-Administrative Assistant

Erica is the company’s Administrative Assistant, joining the company in 2016. She assists and adds support in the many aspects of Harbor Design’s clerical side.

Cindy Hackert- Kitchen and Bathroom Designer

Cindy, who joined the Harbor Design team in May of 2024, offers 35 years of experience in the kitchen!  Cindy will help you design the kitchen or bathroom of your dreams by selecting the perfect cabinetry and countertops, ensuring your space is both functional and beautiful!
